Brandon Area Community Foundation Inc. (BACF) is seeking to retain a professional accounting firm to provide annual auditing services for a three (3) year term, beginning with the fiscal year ending December 2026.
About Brandon Area Community Foundation
BACF is a public charity based in Brandon, Manitoba, managing approximately $30 million in assets across roughly 100 funds serving organizations and initiatives across southwestern Manitoba.
Scope of Services
The selected firm will be engaged to:
- Conduct an annual year-end financial statement audit in accordance with Canadian accounting standards for not-for-profit organizations (ASNPO)
- Ensure compliance with all applicable legislation governing registered charities and not-for-profit corporations

Prepare and file the annual Registered Charity Information Return (T3010)
- Provide a management letter outlining any findings, internal control observations, or recommendations

Present audit findings to the Board of Directors annually
The engagement covers a three-year term (fiscal years ending December 2026, 2027, and 2028), with the possibility of renewal by mutual agreement.
Firm Requirements
Interested firms must be licensed to practice public accounting in Manitoba and should have demonstrated experience auditing not-for-profit organizations or registered charities, ideally including foundations or endowment-holding entities.
Tender Submission Requirements
Submissions should include:
- Firm overview – background, size, and relevant experience with not-for-profit and charitable sector audits
- Proposed audit team – names and qualifications of the partner and staff who would be assigned to the engagement
- References – at least two references from comparable not-for-profit or charitable organizations
- Proposed audit approach and timeline – including expected fieldwork dates and delivery of final audited statements

Fee proposal – broken out by fiscal year for the full three-year term, including any anticipated additional fees
- Confirmation of licensure – proof of good standing as a public accounting firm in Manitoba
Tenders should be submitted as a single PDF where possible.
Evaluation Process
Tenders will be evaluated based on:
- Relevant experience with not-for-profit/charitable sector audits
- Qualifications and continuity of the proposed audit team
- Proposed fee structure and value
- References and reputation
- Understanding of BACF’s structure and reporting needs
BACF reserves the right to reject any or all tenders and is not bound to accept the lowest-priced submission.
